It should exclude costs of providing disabled access (eg. lifts and ramps) but include GST [for now, from March 4, 2024 the Estimated Development Cost (EDC) will exclude GST (see https://www.planning.nsw.gov.au/policy-and-legislation/planning-reforms/estimated-development-cost )], and be prepared by a Member of the Australian Institute of Quantity Surveyors.
